The Solid Waste Executive Committee (SWEC) was established in 1991 by interlocal agreements between the county and cities, and members are the County Executive and the Mayor of each city. SWEC meets at least once a year to review, comment and approve solid waste budgets, plans, policies and operations. Funding for the Solid Waste Division is provided by the collection of excise tax on garbage hauled by certificated haulers, as well as by various Department of Ecology grants.
