Investment Policy
The purpose of the Whatcom County Investment Policy is to ensure that all investments of public funds:
  • Preserve capital.
  • Protect investment principal.
  • Provide adequate liquidity for the County and its special districts.
  • Achieve the highest investment return without compromising the primary objectives of safety and liquidity.

The Whatcom County Treasurer was a 1999 recipient of the Certification for Excellence for Investment Policy awarded by the Washington Municipal Treasurer's Association.

The Washington Municipal Treasurer's Association (WMTA) certified the Whatcom County Investment Policy in 1991 and 1999.  This certification attests that the Whatcom County Investment Policy conforms to 16 investment policy standards established by WMTA, including investment authority, authorized investment types and dealers, internal controls, portfolio and performance standards, and reporting requirements.
