We have revised the program based on input from the Ad Hoc Stakeholder meetings, we have a public review draft of the County Code, Habitat Mitigation Fund, and Development Handbook available on our web site.

Birch Bay Ad Hoc Stakeholder Meetings
At the direction of Planning Committee a group of interested stakeholders with a background in biology, engineering, environmental policy, development regulations, and community interests met to work through the details of the program. Six meetings were held June through October 2011. Click here for meeting summaries.
Spring Public Comment Period
Based on input from the November public meeting in Birch Bay, we have a public review draft of the LID Manual and Habitat Mitigation Fund available on our web site. As part of the Birch Bay Watershed Action Plan, these optional tools are aimed at facilitating community supported development and improving the success of stream and wetland buffer mitigation by locating it where it provides the greatest benefit. This program implements goals shared by the Birch Bay Watershed Planning and Characterization Pilot Study (ESA Adolfson 2008), the BB Stormwater Plan (CH2MHill 2007), and the BB Community Sub-area Plan (Kask 2004).

Other chances to hear about the program in February: We will be having a second work session with the Whatcom County Planning Commission on February 10th to discuss the program. The Birch Bay Watershed and Aquatic Resource Management board will be provided an overview 6:00 PM, on Febrary 16th at Fire Station #62 (9001 Semiahmoo Pkwy, Blaine).

LID Site Design Workshops
Who: Residents and builders of the Birch Bay watershed. Hosted by Whatcom County Staff and Consultants.
What: A hands-on workshop to examine potential site development case studies and test ideas about habitat protection, stormwater management, and development density.

When: June 24th and 30th, 2010, 4 - 8 PM

Details: We would like to keep each workshop small, 10 - 20 people. More workshops will be scheduled if there is demand. Participants will work with experts in the area of site design, landscape ecology, and stormwater management. The goal of the workshops is to get community input on the pros and cons of various development options by looking at real-world situations. Information generated at the workshops will be included in a development manual to be completed later this year. The LID development manual will consolidate regulations into one illustrated manual that focuses on conservation design and stormwater management through low impact development.

With the Birch Bay Action Plan, the County and the Birch Bay watershed community are
looking to implement new land use policies and programs to accommodate growth and
development in a way that protects the environment and respects landowners' interests.
At the meeting, we will discuss ideas for voluntary approaches to wetland
management and low impact development in the watershed.
Some of the desired outcomes of the meeting are:
- Follow up with the November Open House where implementation tools were
introduced.
- Obtain feedback on alternative strategies for wetland and stream
protection.
- Solicit community input and long term guidance on implementation
