LAKE
WHATCOM WATERSHED WINTER CLEARING ACTIVITY UPDATE
The
following information applies to all types of County permits applied for
in the Lake Whatcom Watershed. For the status of Lake Samish permits please
contact a Watershed Planner.
For
applications submitted prior to April 2005:
- Lake Whatcom Watershed applications
received before April 3 rd , 2005 are managed under the Seasonal
Clearing Activity Point System .
- Applications that are under the maximum
points (75 pts.) are OK for winter clearing. A certified Erosion and
Sediment Control Installer may be required. Read the conditions on your
permit.
- Applications that are over the maximum
points (75 pts. or greater) may not be started during the wet season
(October 1, 2005 through April 30, 2006) .
- In order to meet the intent of the ordinance,
Whatcom County will stop issuing permits that exceed the maximum point
total on September 16, 2005.
- It is likely that some permits that exceed
the maximum number of points will not be ready for issuance by the September
16 cutoff. These will not be issued until May 1, 2006
. Applicants will be notified by mail.
- Projects with 75 points or greater and
have exposed soil as of October 1 will be given a date by which to stabilize
and cover the disturbed soil.
For
applications submitted after April 2005:
- Applications
received on or after April 4 th, 2005 are subject to the Seasonal
Clearing Activity Closure (September 1, 2005 through April 30,
2006) .
- The closure applies to all projects that
will expose greater than 500 square feet of soil.
- In order to meet the intent of the ordinance,
Whatcom County will stop issuing permits resulting in land disturbance
greater than 500 square feet on August 19, 2005 .
These will not be issued until May 1, 2006 . Applicants
will be notified by mail.
- Projects that have exposed soil as of
September 1 will be given a date by which to stabilize and cover the
disturbed soil.
- Projects that expose less than 500 square
feet of soil will be permitted throughout the season.
Due
to the two regulations in effect this winter there will be many situations
that will be inconsistent in the Watershed. County staff appreciates
your patience during this transition.
